Pete, Thanks for the reply ! The car is an 85 Chevy Caprice. It’s going to be tough to remove the pump since there are 2 red wires going from the wiper motor to the inside of the pump, and the best I can do is just bend the pump back where these 2 wires come in, and hope I get the pump mechanisms out of the way. I was hoping I could just take the pump out as a single unit, but no such luck. Also, all the external wirng goes to the pump, not the wiper, so I wonder if I should disconnect any of these wires (3 different connectors) prior to running the  wipers with the pump off. There is a black plastic cover over the pump with a silver pin in the center holding it on. The cover will not come off when pulled with moderate force. Do I need to really jerk at it to get it off, or do I need a screwdriver or some tool? I don’t want to destroy the cover. The wipers work fine in every position : delay, low, high. Just not in "off". Maybe if I remove the whole pump and wiper as a unit I will be able to open up the washer easier, without stretching wires. Any further suggestions welcome   !!! Thanks for your time. Anyone else have this problem ? I just loosened up the washer pump to have a look inside, tightened the screws back up, and now the damn wipers won’t ever go off.  The off position acts like "low".   As a temporary fix, I have disconnected the power wire to the wipers, so they stay off. Any ideas?? Thanks, John

John, the first thing you have to do is tell us all what kind of car this is and what year. But since you mentioned that you loosened the washer (from the wiper motor??), I’ll assume a GM car.  You probably exposed the ‘park’ mechanizm just under the washer and an arm either dropped off or something is pinched. Or most likely the pin that drived the washer pump is in the wrong position. Carefully remove it again and see that the wiper motor is OK – wipe with the pump off the wiper motor and then carefully replace the pump, paying attention to the placement of the washer pump pin.
